A new inhuman named Uysses, who seems to be able to see the future, has polarized the super hero community. Captain Marvel believes that if she has a chance to avert catastrophe and save lives, she has no choice but to act. But Iron Man believes that Ulysses’ own biases and experiences are influencing his visions, and claims that relying on them completely is no different than profiling.
Captain Marvel tried to death the new Spider-man, miles morales, when Ulysses shared a horrific vision of miles murdering Captain America on the steps of the capitol building. IronMan and his allies stopped her and let miles get away, but instead of running, Spider-man went straight to steps of the capital to challenge destiny head-on. He succeeded in drawing Captain America to him, but he also attracted the attentionof CaptainMarvel and Iron Man, who clashed violently in the skies of Washingto D.C.
Meanwhile, in new attilan, Ulysses returned from a strange alternate future with another dire warning: if the two heroes don’t stop fighting immediately, the future is doomed.

CIVIL WAR Ⅱはマーベルワールドのなかで未来予知の能力を有するインヒューマン達が集結したユリシーズを巡って、キャプテン・マーベルとアイアンマンが率いるスーパーヒーローがそれに立ち向かうという内容。「犯罪発生前に阻止する」という理論に対してアイアンマンは真っ向から対立する。逆にキャプテン・マーベルはその予知能力で「犯罪を未然に防ぐ」という考えに賛同し、アイアンマンとは対立する立場に立つ。結末としてはユリシーズの能力は「確定した未来を見ている」のではなく「多元宇宙のある一面」を見ているであるというもの。元々、クリー人が作り出した新人類インヒューマンはテリジェンクリスタルから発生する「テリジェンミスト」を使ってパワーを生み出す。オハイオ州立大学の学生であるユリシーズ・カインが意図せず「テリジェンミスト」を浴びてしまい、インヒューマンの能力に目覚めることから話が始まります。
