Sam & Twitch arrange a meeting with Mike Moran. Having been hung out to dry by the force, Sam & Twitch turn to Moran and offer an exchange of information: The two detectives will give Moran scoops on what’s happening within the force, and Moran will supply them with the names of his informants. Meanwhile, John Damascus is in the middle of torturing his predecessor, Jason Wynn, who has lost his mind thanks to Spawn.

探偵であるSam burkeとTwitch WilliamsはMike Moranの元を訪れた。彼がニューヨーク市長に宛てて送った書簡「ラット・シティの危機」について聞くことがあった。
一方、Agent John DamascusはWolfsheimという土地にある小さな建屋に訪れた。この中に入ると外見からは想像できないほど大きなエレベーターがあり、彼はそれに乗って地下へと向かった。地下には一人の男が貼り付けにして拷問を行っていた。その男の名はJason Winn。かつてCIAの黒幕としてUSSGで暗躍をしていた男だった。John DamascusはJason Wynnのポストを引き継いだ人物だった。
Jason WynnはAl:Spawnに皮膚を剥ぎ取られているらしい。Al Simonsの名を怒りを込めて叫んでいた。
またどこかの教会の地下から新たなヘルスポーンが現れた。カラスを伴ったその姿はRaven Spawnと呼ばれているヘルスポーンだった。
